[zeromq-dev] Autoconf version requirements

Martin,

RHEL5 comes with autoconf 2.59 as well, so the same problem there.

In my opinion its necessary to be able to build zeromq out of the git
repository for example on a ci server.
And this should be possible on a fair amount of different distros.
