[zeromq-dev] New policy for contributions

Hi All,

As promised, we're switching to a new policy for contributions. This
is explained here:

http://www.zeromq.org/docs:contributing

In short, you can now submit signed patches that use the same license
as whatever you are patching. This means we no longer need to get
MIT/X11 patches.

This policy applies to all projects hosted under the zeromq
organization, and all other 0MQ projects that use zeromq-dev as their
patch sink.

We'll be updating the copyright header in all source code over the
next days to reflect this change.

All contributors to 0MQ now own their work under the LGPL and 0MQ is
no longer licensed by a single entity but by its community of
contributors. :-)

Thanks to Martin Lucina for writing the contributions policy.
