In the end it's all cosmetics.  Of course, why bother making stuff
that "just works" when you can make a FAQ entry explaining why it
doesn't.

Also, setting rules like "you may not set FD_SETSIZE in zmq.h but I
insist on the right to include winsock2.h in zmq.h (which sets
FD_SETSIZE)" are meant to do what, exactly?

I'd really rather that the default Windows build worked sensibly, and
we do actually know what that means in this case.
