[zeromq-dev] INSTALL file missing in the tarball?

I didn't say making a new release, all I meant was making new tarballs of
2.0.10 with the missing INSTALL file added back in by hand.

Looking into it... as for 2.1, what are the plans for release? I'd like to
know in advance so that I can spend some time on the API documentation.
