Strange, I thought I fixed that; I remember having the same problem with
2.0.9. The problem has to do with the automake option 'foreign' being set
in AM_INIT_AUTOMAKE() which is required so that we can automatically
generate ChangeLog from git at "make dist" time.

The easy fix right now for the 2.0.10 tarballs is that I repack them by
hand with the INSTALL file included; then I can look at fixing the problem
which should just be a case of adding INSTALL to EXTRA_DIST.

Let me know if you want me to fix those tarballs.
