[zeromq-dev] Win64 versus Linux 64-bit for PGM

For small data rates Win64 is actually faster than Linux on the same
hardware, however turn up that data rate and you can see where it is headed.

The performance peak of Win64 may be a driver issue, using blocking send &
recv based performance utilities shows an bottleneck on one direction with
even TCP traffic.
