Just to make sure I am conveying my point, you can look at the following
screen shots (small JPG files, around 65 KB each):

You will notice that for the reference manual, the page always adjusts
itself to the page width, whether in portrait or landscape orientation,
and regardless of zoom. However, the user guide will, most of the times,
have a blank right margin or, even worse, will simply cut out the words.

In short, I agree with Martin Lucina and believe that Martin Sustrik's
answer does not really address the problem. 

Something completely different is whether someone will find the time and
energy to tackle this (minor) problem... I'll shut up now. ;-)
