[zeromq-dev] Stopwatch

A separate library for this seems overkill and complexity for no.benefit.
You need to be clear about what problem you're solving. Is one lib a
problem? However I'd maybe put portability stuff into zmq_port, there is
some demand for space for functions like uuid.
