[zeromq-dev] Debian packaging: now available

It seems the description of the package is a bit inaccurate here:

1. .NET binding haven't yet been ported from 0MQ/1.0.
2. Same for AMQP and SCTP support. Insted, there's UDP, IPC and 
in-process transport available.
