For Debian, the GPL bits are no problem - if they're not linked in, the 
whole is GPL.  I just noticed when I was writing the debian/copyright file.

But I have noticed one other thing that is more important for Debian: the 
openpgm tarball includes the relevant RFC, and while I find that this is 
really a good practice, unfortunately the RFC are definitely non-free.  So 
either they're removed in the original tarball or I'll have to remove them 
from the Debian "orig" tarball :-(

(the latter is no big problem, I can do that.  So don't feel forced to 
remove the RFC just because Debian is pedantic.)
