In basic terms say you have an Ethernet adapter called eth0, get the
operating system to manage IPSEC and create a secure virtual adapter
called seth0.  Everything you send through seth0 is secured via IPSEC
through eth0.

I think you can replicate it all with OpenVPN (SSL based VPN) and tun
or tap devices.
