Just random thinking here, but wouldn't it be easier to get patches as
gists (http://gist.github.com) and issues in the issue tracker?  (Not
excluding that they're also posted to the list for review).

It's possible to tag issues, so they could be tagged "patch" and then
closed when applied.  That would mean that if people submit patches
that can't be applied immediately, they still don't get lost.

Just an idea...
