This is why I really dislike email lists for collecting knowledge.  We
end up with "this was discussed before" but everyone has to go back
through archives to see what that means.

Anyhow, the only workable process IMO is to write real code and solve
real use cases.  If people want their proposals and discussions to be
more than writing on the sand, they need to capture them somehow, in
proposals, wiki pages, code, etc.  Email is not a database.
