I really like this.

Although it's been argued that anyone can adopt any workflow they
want, it's clear that we need a single consistent branch/merge policy.

There's a new project (ZFL) that I'm starting now, and I'll adopt this
workflow for it.  That'll give us a chance to play with it before/if
we apply it to 0MQ.
