Not sure when this was introduced, exactly.  Debhelper sometimes uses this 
to introduce some automatic dependencies.

I'll need to move to 3.8.4 IIRC :-)

Didn't quite remember when this was introduced, but it's correct for current 
Debian and doesn't harm locally built packages for other releases.
