[zeromq-dev] support for R language

We're using R internally to statistically process the performance 
results, however, nobody have suggested building R binding so far.

As for the language bindings we mostly rely on the community to 
contribute them to the project, so if you are willing to give it a try 
we'll be happy to include the binding into the project.
