For what it's worth, it's possible to subscribe to a page or a
category on the zeromq.org site, and automatically get an email
notification if there are changes.

So, Martin, you could create a page and then add a comment to the page
when you're about to release a new version.  Anyone tracking that page
would get the comment by email.
