Indeed, there are problems with the AMQP specification license, which
I'm going to report to the AMQP working group.

But you don't need to ship the specification together with software.

Further, afaik any member of the AMQP WG can re-release the spec under
their own license so for example iMatix could release the spec under a
license compatible with Debian if you wanted, for instance, to ship
the AMQP XML section with 0MQ.
