It means both faster retransmission, and ability to cope with many
end-receivers requesting re-transmissions. Re-transmission requests may be
discarded or delayed depending on the state engine. Ideally re-transmission
processing does not interfere with new message transmission, this is
particularly important when only a few clients are suffering major packet
loss.
