[zeromq-dev] COPYING should be pulled from the source tarball

Hi Peter,

This is a legal issue. LGPL license is designed as an appendix to GPL 
license granting some additional rights. Thus, to make it legally valid 
you need both GPL & LGPL licenses in the package.

Have a look at gnu.org for details.
