[zeromq-announce] libzmq 4.3.0 has been released

The ZeroMQ community is proud to announce the release of version 4.3.0!

This is a minor release. New STABLE APIs have been added, see the
changelog for the full list. This release is ABI compatible with libzmq
4.1.2 and up.
