[zeromq-announce] CZMQ 4.1.0 has been released

The ZeroMQ community is proud to announce the release of CZMQ version
4.1.0, just in time for Hogmanay!

This is a minor release, as two new stable APIs were added to support
libzmq's context options: zsys_set_thread_sched_policy and
zsys_set_thread_priority. This release is ABI compatible with CZMQ
4.0.0 and up.
